Audacious 3.1.1 released

Changes since version 3.1:
- Various cleanups and fixes for Alarm plugin
- Improvements for the JACK output plugin
- Fix calculation of played frames in MPG123 plugin
- Fix build of the FFaudio plugin on Fedora
- Fix build of the AOSD plugin with GTK2
- Fix MPRIS AddTrack method to play the correct song
- Fix crash on D-Bus call with empty playlist
- Update the time stamp of VisNodes when starting playback mid-song. Fixes a problem where vis_runner_pass_audio() would allocate far too many VisNodes
- Fix stop_after_current_song setting being cleared on exit
- Translation updates for Czech, French, Lithuanian, Polish, Portuguese, Spanish and Traditional Chinese
- Add translations for Serbian and Vietnamese
- Other minor cleanups and fixes including memory leaks, compiler warnings and checking for NULL file handles
